Why doesn't my head reach my legs in Uttanasana?

If you can touch your head to your knees while your chest is still far away, it sounds like you are rounding your back. You should be tilting your pelvis rather than tucking and thus rounding your back.

 

Perhaps you could try a bent knee modification to get your chest closer to your legs and focus on your form rather than how low you can get your head. I hope that makes sense, I'm not that experienced myself.
